Chief of Police
As in most municipalities in the State of Florida, the Chief of Police for the Green Cove Springs Police Department is the appointed Director for the Police Department. The Chief of Police is hired by the City Manager and confirmed by the members of the Green Cove Springs City Council. This process allows for the City to select only the most qualified personnel for this very vital law enforcement position.
UPDATE: April 1, 2025 – The City of Green Cove Springs is proud to announce that Interim Chief Shawn Hines has been officially appointed as the permanent Chief of Police. With over 30 years of law enforcement experience and a proven track record of leadership, Chief Hines is set to continue advancing public safety and community engagement.
Chief Hines has been serving as Interim Chief since October 2024, successfully leading the department through key initiatives and strengthening relationships with the community. Prior to that, he held the role of Commander at the Green Cove Springs Police Department where he was instrumental in enhancing community policing efforts and implementing strategic crime reduction initiatives.
City Manager Steve Kennedy expressed confidence in the appointment, stating, “Since stepping into the interim role, Chief Hines has shown exceptional leadership, steadfast dedication, and a deep commitment to our city’s safety. His extensive knowledge of both the community and the department makes him an invaluable asset. Throughout this process, he has proven his ability to collaborate effectively with the community, earning the trust of both residents and the police force. We look forward to his continued efforts in building a stronger, safer city.”
Upon accepting the permanent position, Chief Hines shared his vision: “I am honored to continue serving as the Chief of Police for the great City of Green Cove Springs. Over the past five months, I have had the privilege of working closely with our officers and community members to enhance trust and improve public safety. I look forward to continuing these efforts and making a lasting positive impact.”
As Chief, Hines will lead the department with more than 40 personnel, including 33 sworn officer positions. He officially assumes his permanent role on April 7, 2025.
