On September 15, 2004, the City of Green Cove Springs became subject to the requirements of the Stormwater National Pollutant Discharge Elimination System (NPDES) permitting program. This program is under the jurisdiction of the United States Environmental Protection Agency (EPA) and is administered in Florida by the Department of Environmental Protection (DEP).
This program sets requirements for construction activities, industrial activities and municipal separate storm sewer systems. The City's storm drainage system is a municipal separate storm sewer system or MS4 for short. The program requires the City to undertake the following minimum control measures:
- Public Education and Outreach
- Public Participation/Involvement
- Illicit Discharge Detection
- Construction Site Stormwater Runoff Control
- Municipal Operation Pollution Prevention and Good Housekeeping
These minimum control measures will be implemented over the five years of our permit.
