CR 209 South Water & Sewer Force Main Extension

• Description: Join existing water and sewer infrastructure along CR 209 South to provide service to vacant parcels, complete the water and sewer line connection on CR 209 South, and provide reliable service to customers in the area.
• Budget: $450,000
• Timeline: General Underground will be the construction contractor for the project. City recently started the design phase of this project. Project completed in July 2021.

Harbor Road Advanced Wastewater Treatment Plant Construction (Phase 2)

• Description: Plant improvements that will allow City to pump reclaimed water to residential areas of Green Cove Springs. This is Phase 2 of these improvements, which is the construction of a 1.25 million gallon per day - annual average daily flow - advanced wastewater treatment facility.
• Budget: $18 million; The total cost was $15,500,000. Staff received $6,000,000.00 in “Principal Forgiveness” (grant) with $4.500,000.00 from FDEP (SRF) and $1,500,000.00 from SJRWMD (Cost Share). 
• Timeline: City secured funding for Phase 2 of these improvements through the Florida Department of Environmental Protection State Revolving Fund. The new plant became operational in June 2025 and was completed in October 2025.
