About Chief Guzman

In 2003, Chief Elvis John Guzman began his law enforcement career with the Green Cove Springs Police Department. He served as a patrol officer, field training officer, street crimes officer, and instructor.

In 2010, Guzman was chosen to serve as a Detective with the county-wide drug/vice task force. As an investigator, he was deputized with the Clay County Sheriff's Office, Federal Bureau of Investigations (FBI), and Drug Enforcement Administration (DEA).

After seven years in investigations, Guzman returned to patrol and was promoted to the rank of Sergeant. In 2018, he was promoted to the rank of Lieutenant.

In August of 2021, Guzman was appointed as the department's Acting-Chief of Police. Up to his appointment, he served as the department's Administrative Division Commander. As the Administrative Commander, Guzman oversaw several department sections, including Criminal Investigations, Communications, Accreditation and Training, School Resource officers, Records, and Evidence.

Chief Guzman holds a Bachelor in Science degree from Vincennes University, and is currently in the Master of Science in Management (MSM) program at the University of Florida.

Guzman is a graduate of the FBI’s National Academy (Session 287), the Florida Department of Law Enforcement's (FDLE) Leadership Academy, and possesses several hundred hours of law enforcement training, including specialized training in Management, Internal Affairs Investigations, Organized Crime, Incident Command, and Executive Leadership from the FBI's LEEDA course.

Guzman is a member of the Florida Police Chiefs Association (FPCA), International Police Chiefs Association (IACP), and North East Florida Law Enforcement Executives Association (NEFLEA).

Chief Guzman is the recipient of the Medal of Valor, Chief's Achievement Award, Police Commendation Award, Educational Achievement Award, Community Service Award, and a Letter of Commendation from the Clay County Sheriff in 2012.

Guzman was born in Brooklyn, NY and has family in Puerto Rico. He has a son who serves in the U.S. Air Force.
